To configure the thresholds for triggering the throttle, select administer settings throttle (admin/settings/throttle). A value of 10% means that one in ten page views will access the statistics table to evaluate whether to throttle. The lower this percentage, the lower the overhead the Throttle module itself costs. The lowest percentage, 0.1%, means only one in a thousand page views will incur the throttle overhead. Unless your site is very busy, this could lead to slow reaction times when conditions change. Since this is only the probability that a page view will trigger the throttle update code, several thousand page views might occur between updates. Depending on how fast the page views are coming in, that might be too late. On the other hand, there is incentive for keeping this percentage as low as possible to reduce overhead.
